the minutes are written as articles, linked in the newswire column to the right... the full list may be accessed if you
filter the newsire for the "minutes" category
to add meeting minutes, simply
"publish" a new story
with a category of "minutes"...
don't forget to change the category to minutes...

note the convention of using the meeting date as the title
